UNITED   NATIONS   –   NEW   YORK  –    The  UN Security Council Tuesday condemned a reported Russia missile strike at a shopping centre in Kremenchuk, Ukraine that killed at least 18 civilians and injured another 59.  Ukrainian President Volodymyr Zelenskyy addressed the Security Council session that was held at the request of Ukraine following the alleged Russian missile attack on a crowded shopping mall. Zelenskyy called Russia a “terrorist state” and called for member states to hold it accountable for war crimes and to be expelled from its permanent seat on the UN Security Council.  Addressing the Council via videoconference, President  Zelenskyy said that although the UN does not have a legal definition for the term “terror State”, the war waged by Moscow displays the need to enshrine it legally and punish any such State.  Citing events of the last 3 of the 125 days of aggression, Zelenskyy noted that on 25 June, 62 missiles hit Ukrainian cities, and on 26 June, one rocket hit a residential building in Kyiv, while another exploded in the yard of a kindergarten.  He pointed to the 27 June strike on a shopping mall in Kremenchuk, where, he said, Russian forces must have known they were hitting a civilian target. 

Briefing the Council, Rosemary DiCarlo, the Under-Secretary-General for Political and Peacebuilding Affairs, said the depravity of the situation in Ukraine has only increased in the 10 weeks since she last briefed the Council.

Russian Missile Strike  a  “Blatant Attack on Civilian Infrastructure, Population”

“We, members of the Security Council namely France, Ireland, Norway, United Kingdom, United States, and Albania, joined by Ukraine, reiterate our full support for the independence, sovereignty, and territorial integrity of Ukraine within its internationally recognized borders. We strongly condemn the intensification of Russian missile strikes on the territory of Ukraine, targeting residential areas and civilian infrastructure, over the period of 25-27 June 2022. We condemn in the strongest terms the killing of civilians as a result of these missile attacks, in particular the attack that hit a crowded shopping center in Kremenchuk, Poltava region of Ukraine. This strike was a blatant attack on civilian infrastructure and civilian population. We express our deep sympathy and our condolences to the families of the victims and stand in solidarity with the Ukrainian people. We express our deep concern about the high number of civilian casualties and deteriorating humanitarian situation due to the ongoing military aggression of the Russian Federation against Ukraine.”

“We demand an immediate cessation of the hostilities by the Russian Federation against Ukraine, of all attacks against civilians and civilian infrastructure, and the full and immediate withdrawal of the Russian forces and military equipment from within Ukraine’s internationally recognized borders and territorial waters.”
