BRAZIL Takes Over UN Security Council Presidency – Focus On Children and Armed Conflict

UNITED  NATIONS  –   NEW  YORK  –  BRAZIL  officially took over as President of the UN Security Council  Friday  for the month of July  with a focus on  children in armed conflict and strategic communications in
peacekeeping.
The President of the Security Council for July and Permanent Representative of Brazil is Ambassador Ronaldo Costa Filho. Brazil follows Albania  which held the rotating  presidency the month of June 2022.  The UN Security Council comprises  15 member states, including five permanent members – the United Kingdom, China, Russia, the United States and France. Brazil plans to organise two signature events.
The first signature event is a ministerial-level open debate on strategic communications in peacekeeping. Brazilian Foreign Minister Carlos Alberto Franco França is expected to chair the meeting. Secretary-General António Guterres will deliver remarks.  The second signature event is the annual open debate on children and armed conflict. The Brazilian Vice Minister of Foreign Affairs Ambassador Fernando Simas Magalhães is expected to chair the meeting. Special Representative of the Secretary-General for Children and Armed Conflict Virginia Gamba, Executive Director of UNICEF Catherine Russell, and a civil society
representative are the anticipated briefers.  Ambassador briefed reporters on the UN Security Council’s  Programme of Work for the month of July at UN world headquarters in New York Friday. 

Ambassador Filho said that said during its presidency it would prioritize communication in peace operations with local population, children and armed conflicts and gender equality. Ambassador Filho said he will also pay attention to the “balance between transparency and efficiency” of the Security Council. 

“One of the points we will prioritize in our presidency is strategic communication in peacekeeping operations, with the aim of better engaging with the local population in each UN mission, always with respect to human rights and combating violence, including sexual violence.  We will also promote a debate on children and armed conflict, dedicated to the analysis of the Secretary-General’s latest annual report on the subject, addressing topics such as the recruitment of child soldiers and the attack on school and education in the world.”

In July, the Security Council will also receive a briefing on the annual report of the Peacebuilding
Commission (PBC). The Council is expected to meet on two European issues in July. A private meeting on Ukraine is expected to take place early in the month. On Ukraine, Filho said he should convene a meeting to discuss the issue of food security, as the unfolding conflict is causing food shortages around the world. The Council will also hold consultations on Cyprus and renew the mandate of the UN Peacekeeping Force in Cyprus (UNFICYP).

African issues on the programme of work in July are:

• West Africa, briefing and consultations on the UN Office for West Africa and the Sahel
(UNOWAS)
• Central African Republic, renewal of the 2127 CAR sanctions regime and of the mandate of
the Panel of Experts assisting the CAR Sanctions Committee

-Libya, briefing and consultations on the UN Support Mission in Libya (UNSMIL), extension of the mandate of the mission, and renewal of measures related to the illicit export of petroleum from Libya and of the mandate of the Panel of Experts assisting the 1970 Libya Sanctions Committee
• Sudan, the semi-annual briefing by the Prosecutor of the International Criminal Court (ICC) on its Darfur-related activities
